Instruments of legislation keys for the ecological transition

The ecological transition needs to stop being a slogan to become part of the axes of management.

There are multiple tools that governments can take whatever your scale to generate the first kicks of direct action.

Here are ideas that may inspire you:

  1. Legislation on public procurement ecological

It is a powerful tool for optimizing the use of public resources with dual purpose, on the one hand the effective use, acquiring goods and services that are respectful of the environment, and on the other, promoting the private sector to improve their production processes to offer goods and services of low or zero environmental impact. It is expected that gradually the administrations of all levels to incorporate environmental criteria into their procurement. The EU has published a manual that aims to help public purchasers and other interested parties to obtain more information about bioproducts (products wholly or partly derived from materials of biological origin) and to take into account the bio-innovators, along with other products, when making their purchasing decisions. Purchase green public, more than a new lock bureaucratic, must be conceived as an opportunity for the development of buevos innovative goods and services, which not only reduce environmental impact but also give the opportunity to small local suppliers to enter and be competitive, in order to offer goods and products from kilometre zero.

  1. Carbon budgets

The carbon budget reflects the amount of carbon that can issue an economy or a part of it in a given time period, by typing the appropriate mechanisms that ensure the fulfillment of the objectives of reduction.

That is to say, with a goal and a clear roadmap of actions, the carbon budget provides clear objectives and metrics, with the consequent measures that will achieve the objectives of reducing or the maximum emission stratified.

The carbon budget is an instrument of long-term and a record of the total emissions whose evolution must be controlled over time. To perform a carbon budget is important to know with clarity the baseline and outline objectives for the sector in deciding the maximum amount (overall budget) of CO2 that may be issued to the atmosphere in the given time and how you will reach that goal.

  1. Roadmap for the ecological transition participatory

Addressing climate change is an issue that concerns the whole community. Public management thanks to the technology takes on a new hue, where “control” citizen is more simple and effective. We have multiple tools in order to engage in public action and decision making. Never was it more necessary to mobilize the community in pursuit of a goal, as the ecological transition requires a global commitment: a change in mentality.

In this sense, it's not worth a policy shiny, conceived “from the desktop”, but the roadmap of the transition should be made for and by the community.

No one better than the people who inhabit the territory to engage in their care and to bring to the political agenda of their concerns and needs.

From within each territory, a participatory process carried on with the respect and seriousness it deserves, will give the rulers a tool entitled to their management decisions, focusing resources on the needs of the community and committing all in the long-term sustainment of a common path.
